1 The term ‘transboundary data flows’, or ‘transborder data flows’, clearly has an international dimension, but may refer to different kinds of data. Examples are (a) operational data (supporting organizational decisions or administrative functions), (b) financial transactions (ie credits, debits, and money transfers), (c) scientific or technical information (results of experiments, surveys, environmental, or meteorological measurements or statistics), and (d) personally identifiable information (ie with regard to a name, ID, criminal history, tax information.
